Effective with the release of this position announcement, The Tibet Fund will be recruiting applicants for a Deputy Chief of Party (DCOP) for a two year Tibet Education Project. The responsibilities, duties and qualifications for this position are described in the attached position description.

POSITION DESCRIPTION
BASE LOCATION: DHARAMSALA, INDIA
POSITION TITLE: Deputy Chief of Party / Tibet Education Project
BACKGROUND:
The Tibet Fund is seeking highly qualified candidates for a two-year Tibet Education Project expected to start in October, 2012. This position is based in Dharamsala, India, with regular travel to other parts of India and Nepal.
POSITION SUMMARY:
The responsibility of the Deputy Chief of Party (DCOP) is to assist the Chief of Party (COP) in project management, monitoring, and reporting; assist the COP to develop and maintain partnerships to meet project objectives; provide technical expertise; and handle administrative and supervisory responsibilities as specified by the COP. The DCOP will also work closely with local partner organizations and other Tibet Fund personnel including the Finance Director, Finance Associate, and others.
MAJOR RESPONSIBILITIES:
• In coordination with the COP, represent Tibet Fund at meetings on all issues related to the Tibet Education Project; assist the COP in maintaining excellent communications and cooperative relationships with USAID and all project partners;
• Work with the COP and partner organizations to link individual components and project activities to strategic objectives;
• Work with the COP and project partners to track, monitor and report on project progress and Project indicators as defined in the performance monitoring and evaluation plan (PMEP); manage data collection and storage;
• Work with the COP to communicate and coordinate with project partners on technical and administrative issues, project implementation, work plans, and budgets;
• Provide technical expertise for project activity implementation; depending on applicant qualifications and expertise;
• Assist in planning and organizing the annual work plan and preparing the project budget;
• Compile partner and team reports and assemble first draft of quarterly and annual
progress reports;
• Work with the COP to supervise and build the capacity of local partners and provide
leadership to promote effective partner collaboration and a high degree of team professionalism;
• Other tasks as designated by COP;
QUALIFICATIONS AND REQUIREMENTS:
Education: Master’s or Bachelor’s degree desired in a field related to education and/or international development.
Experience: The ideal candidate will have the following experience:
• At least 3 years experience in a field related to education and/or international development;
• Knowledge of education within the Tibetan diaspora context;
• Prior experience working in Tibetan communities in India and/or Nepal;
• Prior management experience on an international development project, including experience in planning, supervision, monitoring, and budgeting;
• Partnership and alliance building experience;
• Experience with developing communication strategies and capacity building/skill development training.
Skills:
• Excellent management, communication and organization skills are essential. Moderate to advanced computer skills (word-processing, spreadsheets, and presentations) are required;
• Strong managerial skills, including well developed skills in managing complex institutional relations and interactions among a variety of entities;
• The DCOP should be comfortable working in a collaborative environment and have a proven track record of working successfully in a variety of contexts;
• Excellent interpersonal and oral and written communication skills in English, Hindi and Tibetan
are required;
• Willingness to travel frequently to project sites in India and Nepal, and live under fairly basic conditions.
